Proposal Design | ORCA Disaster Recovery Program

ORCA (Office of Rural Community Affairs) needed a proposal cover redesign. What was created originally was a photo of hurricane Ike with text placed on top of it. It gave a negative tone to the entire project. I decided to use the same photo but threw that in the background in a grid of more positive photos like the state of Texas crest to a project manager talking with an member of ORCA. I wanted to also show movement and fluidity that was created in Adobe Photoshop. The final outcome was a great success.
